Definition:
This configuration parameter defines how many volume steps are accessible below the maximum ringer level by the user. E.g. if this configuration is set to 5, only volume levels 12-16 will be available to the user (Lower the number, louder the phone).
16 (Default) - All 16 steps of the volume range are accessible to the user.
0 - Ring volume can not adjusted by the user and the phone uses the maximum ring volume.
Note: Upon bootup, the volume is set to ½ of the number of configured steps below the
maximum (16). E.g. if the parameter is set to 8 on bootup, the ringer volume is set to 4 steps below
maximum.
